For one secret organization, it's all about the bottom line. And, in their case, the bottom line happens to be assassinations. But, for obvious reasons, it's pretty hard to convince someone to become an assassin. The agency has a way of bypassing this issue, however, placing brain implants in the heads of those who are chosen for each assignment. Inevitably, though, these things have a way of getting very complicated.
