It is not a Batman story, but rather provides more background on the origins of the iconic villains and heroes. Gotham is set in the days when Bruce Wayne is a teenage billionaire and future-Commissioner Gordon is a rookie cop, son of the former D.A. The story line features backgrounds on the rise of Penguin, Catwoman, Two Face, The Riddler, and The Joker, as well as planting the seeds for Batman's rise.
