The television series Gotham takes place before Bruce Wayne becomes Batman. It focuses on Wayne and future police commissioner Jim Gordon. Rather than stick to the script laid out in countless comic books, it fills out the background of the city and its most prominent resident. It seeks to show the events that lead to the development and emergence of the principal villains central to Batman's universe such as The Penguin and Joker.
