Detective Jim Gordon doesn't deal only with everyday crime in the dark, fantastic streets of Gotham City. A police procedural set in the Batman universe, Gordon goes toe-to-toe with supervillains like the Penguin, the Riddler, and Poison Ivy in their nascent forms. He also forms a bond with a young Bruce Wayne, years away from taking on crime himself as Batman.
