When a young American woman moves to Bucharest, she notices something weird about a stranger who watches her from an adjacent building. She becomes obsessed with finding out who he is and why he is doing this and then finds herself on the run from authorities and being hunted by him. The man is always there when she goes out in public and returns home. However, she also sees that he has been following other people, including her friends and coworkers. She begins to suspect that he is probably just taking pictures of everyone around him, but she starts to wonder if something more sinister might happen.
