In the wake of the 9/11 attacks on New York and Washington, NCIS Director Leon Vance is dispatched to Oahu in Hawaii to investigate a terror plot that's about to be carried out by a Canadian-born Islamic fanatic who was once imprisoned for a failed attack on the US Capitol building.
