Thomas Lockhart, an aspiring detective, is one of Philadelphia?s finest. In the hopes of graduating from police officer to detective, Lockhart makes it his duty to seek justice after a famed serial killer resurfaces. The killer, a highly trained assassin, has been evading the long arms of the law for years, inspiring Lockhart to work even harder to apprehend the hardened criminal. Lockhart becomes so obsessed with the case that his family life, career, and sanity all hang in the balance.
