At least five centuries after several apocalyptic wars, people around the world follow only seven men and women, known as the Barons, who took control. Their rule is absolute. They maintain control through trade of high commodity items like gasoline and drugs. They use a slave force, Cogs, to perform every duty. The Cogs are kept in line by a group of elite fighters known as Clippers. Regent Sunny is the head Clipper of Baron Quinn of the Badlands or the old United States. One day, he discovers a boy, M.K., who might prove the undoing of the Baron system: The boy has mysterious powers. He also tells stories about coming from a place of safety named Azra that is outside of the Badlands where Barons, Cogs and Clippers don't exist.
