Somewhere in the close future, communications at a nuclear power plant go offline. Since the power plant is in a remote location in the isolated desert, there isn't anyone close who can fix it. Abby Dixon is forced to fly out to get the plant's communications systems up and running again. When the young safety inspector gets there, she is surrounded by mysterious clues that don't seem to make sense. She also witnesses strange behaviors exhibited by the employees working there. Her experiences lead her to have doubts about not only the sanity of some of these employees, but also their identities.
