Harold Finch is a brilliant, rich genius who created a machine that can monitor every cell phone, computer and camera in the world. The government confiscated the machine but not before Finch built a back door into the system. The government doesn't care about the little people who might get hurt in a terrorist plot or violent crime, but Finch does. Finch finds a man who will be the target of one of these future attacks and recruits him to put a stop to other violent crimes involving ordinary people. These are the people that the government doesn't care to help. Finch and his new team want to protect the innocent.
